2013 Hot Wheels At Target?

Finding 2013 cars at Target in 2016, a mystery begins? It seems as if someone has decided that it is a good idea to return or exchange their old 2013 Hot Wheels models to get new 2016 models for free. As seen in the photos below there are 9 models from the 2013 mainline that were likely returned or exchanged to Target since there is no codes for the cars. It is a shame that there is someone doing this and taking away new cars from people that are willing to purchase them.
